Why does it need to be on the East coast? or near it for that matter?

I was thinking it would have to be some place outside Tornado Alley, and not near Hurricanes, or Earth Quakes, some place it could be well defended, and be the center of our nation. Like Boise City Oklahoma.

Well so is Colorado. But this map here shows the area I have suggested shows that it is not in the alley most dangerous zone.. as a matter of fact its not in it at all on this map.
