I would have to agree with "The state of unemployment". Recently having a debate with my girlfriend of 2 years who asked me to quit my job with the IRS and move with her to LA, CA where she was accepted to a 4th year externship for Grad school. Emotionally I was all aboard, but when reality set in it was like, this does not make any cents (<- i know). She said well finish up your accounting degree out in CA and live off student loans until you find a job. Sad to say a lot of people believe putting yourself in a bad position is the way to make it. Not having a full grip on reality will have you returning home with your tail between your legs.
Florida if you count retired folks
California if you count illegals
Hawaii if you're just talking about people showing up with a backpack looking to find themselves. Also, Alaska attracts lot's of young men looking to get into the Fishing, logging and Oil fields. North Dakota Has had this problem in recent years because of the oil boom as well.
Portland Oregon (just the town, not the whole state) has a tidal wave of young people with no money and no job skills thinking that their life will be wonderful once they arrive.
There are few jobs, no living wage jobs for people with no job skills, rent is expensive and very limited vacancies. The kids end up sleeping in doorways.

I've never been there, but would love to visit. Doesn't sound like I'd want to live there though. Way too much overcast and rain. And too much of a hippie culture for me. I hated Denver and Austin for that reason.
Which of the fifty states do you think attracts the most people who want to move into the state with no job lined up and why?
It seems like some people just don't care about having a job lined up sometimes, and just move to a new place in hopes that they're gonna make it somehow.
But which state or metro area even, do you think attracts these kinds of people the most?
My favorite posters on the state forums think just because a state is cheap and has good weather (that's your "why"), they should uproot their children and spouse and just move because they 1) dreamed about it; 2) went there on vacation once or 3) know somebody who lived there once and said it was a nice place. They describe with excrutiating detail what they like to do for fun and what their new town and home must have but never mention work in their pretty long posts. Do they really think some respectable apartment complex will rent to them with no job or signs of income? Mine even did criminal background checks. We always say to them - Job first - then look for someplace to live near to your job. What are these people thinking that they would be that irresponsible with children in tow?

You forgot "Must be a LIBERAL city / blue state with no conservative neighbors to offend my sense of self entitlement."

It does seem like people on these forums tend to prefer to want to be in a liberal city, but I've seen plenty who wanted a conservative city. It's very subjective.
Me, for instance....I am gay and increasingly vote Democrat (plan to vote 100% Democrat in the midterms later this year), but I would NOT really want to live in a liberal city such as Portland, Washington, San Francisco, Austin, Asheville, Burlington and stuff like that. That's because I'm conservative in appearance and lifestyle. I dress up a bit for work, am an accountant and hope to own a home one day.
