Perhaps, but Omaha seems to realize that it needs to expand its public transportation options. I believe that there preliminary plans for light rail for the city. Light rail system proposed from Omaha to Bellevue

I was thinking the same thing. 2015 is halfway here and the city is nowhere near ready to even start the project. It's unfortunate since Richmond really could be the next up and coming city that comes out of nowhere, but unfortunately it's not a very progressive metro region.
