Do you mean the city proper, urban area, or the metro? I'll go with city proper for now. The following cities appear to be over 90% white.
Billings, Montana
Boise, Idaho
Cedar Rapids, Iowa - It does have the first US building to serve as a mosque, but Muslims can be of any race.
Fargo, North Dakota - It looks to be around 99,000 for the city-proper, but I'm going to count that as close enough.
And then I got tired at F, but I think that's some of the main ones anyway. I believe Scranton-Wilkes Barre is also one of the whitest cities. (The Office is maybe a bit more diverse than Scranton actually is, but I think maybe that's not implausible as there's likely variances from company to company)
Duluth, Minnesota also looks to be around 92% white but I am uncertain its city-proper is large enough to fit. Dubuque is sometimes determined to be the "whitest metro" but is too small for what's listed.
Austin is pretty White, by Texas standards anyways.
