The problem with these lists is that they always look at things like number of convictions among elected officials over a given time span. On paper, sounds like a great metric to use. In reality, it's a terrible way to measure corruption because the truly corrupt politicians (especially here in New Jersey) will bribe judges, intimidate witnesses and juries, etc. in order to avoid a conviction (or in some cases, a trial altogether).

Not taking this account makes someplace like North Dakota appear to be more corrupt than New Jersey or Illinois. It's not. It's just that generally speaking, in places like Chicago and the urban Northeast, the corrupt politicians are professionals and know how to not get caught.

TN is on the list because during that time period the FBI did a sting and busted a lot of Memphis politicians as well as a few from other regions.

Not to imply that TN is free from corruption, but had it not been for that one big operation - code name "Tennessee Waltz" it would not have made the top 10 based on statistics.

Pennsylvania has a very corrupt state judiciary, unfortunately, which took bribes from an attorney to send juvenile delinquents to a for-profit detention center that he owned. The Pittsburgh Police Department is very corrupt too, with a former police chief serving 18 months in prison for conspiracy and tax evasion. And the force itself has repeatedly engaged in brutality in recent years, most recently last weekend during a protest.

The Penn State football scandal where Joe Paterno and others tried to obstruct and protect Jerry Sandusky from prosecution for his reprehensible crimes was huge and maybe Fortune magazine factored that in.

As for Illinois, Chicago has had corrupt city government for as long as anyone can remember. After checking this link, it is beyond shameful: http://www.chicagomag.com/Chicago-Ma...perts-Explain/.

I am a little surprised by Tennessee, though.

You must not live in PA.

Between drilling rights, casino development and the Pennsylvania Liquor Control Board, you've got three major corrupt scenarios in any state going on concurrently.

IMO, PA could actually be less corrupt if it were run by the Mafia.
