Are we just going to keep hearing new criteria until you hear the name of the city that this thread is intended to yield? That's what it's beginning to sound like to me.
Ugh, why do people get offended when someone says that they weren't *quite* looking for the kind of city suggested. I added criteria to clear up what I am looking for because I wasn't specific enough earlier.

I never claimed that Ashville was a suburb or non-independent. I just said that I am trying to find under the radar, cool, really small cities. The hostility is amazing. I even said that Ashville is pretty much the king of independent cities in the pop. range, and then I added criteria because I wasn't looking for the "biggest" city in that range, nor the most hip.

I am sorry I offended you trying to find cool small cities that I haven't heard of.

West Virginia has quite a few that may work in Wheeling, Morgantown, Parkersburg, Beckley and Weirton.

To be honest, you could go even lower, as there are some places in the 10-20,000 range that may fit what you are looking for.

Within the criteria, I believe that Altoona, Johnstown and Williamsport in PA would fit.

I think the minimum I would want to live in is just about 20k, but you are right, there are great towns under 20k with great urban build and vibrancy for their size. Altoona, PA is very cool looking.

Definitely one of the heavy-weights within the criteria, good call! I wouldn't call it "lesser known" but it is pretty much within all the criteria.
