In the city's entire history certainly the laying out of 1400 acres in the middle of it to become world class Balboa Park directly adjacent to downtown. In recent history locating Petco Park ballpark in the East Village area downtown which resulted in completely transforming what was a dingy warehouse district to a vibrant dense neighborhood with dozens of new buildings and development.
