I think this is a more sociological question.
I had a conversation with my neighbour here in Canada. He is an asian guy happily married and an IT engineer.
It took him ages(like anyone else) and a lot of effort to get the PR of Canada. He told me he will stay and work here in Canada and then try to go to Silicon Valley. As in relocate someday. Being an East Indian I know Silicon Valley like the back of my hand. Every second student in India has a picture of the valley stamped on his wall. It's like they become engineers to go there.

And Ofcourse, the fact that every single software company is located there. Multi billionaires with revolutionary ideas reside there. I hear the driverless cars are pretty common on the streets now.

So what is it that the west coast have that it becomes a haven for risk takers and entrepreneurs? Another thriving industry is Hollywood(arts, creativity). Does the location make an impact?

You can easily ask why Manhattan is a haven for those in finance and business.

It's not the location that matters, it's the type of work and the potential for wealth. Being in/around a major city helps of course.
