If you want snow, ocean and a good job market, then you'll probably have to look at cities on the Atlantic coast north of Baltimore or Anchorage on the west coast. If you are willing to compromise on the snow you could also include Seattle, Portland, and SF. These cities don't usually see snow, however you will get snow if you drive a few hours east. These cities have fairly descent job markets, but that mostly comes down to what industry your in.

When does it snow in Portland?

When it does (rarely), it is a prelude to what it will look like if it ever snows in Los Angeles. Seriously, Armageddon occurs in Portland (and all of Western OR) when they get their 3 inches annually (usually all at once).

It's true that the city doesn't get much snow, but Mt. Hood just outside Portland has snow year-round. People come from all over the world to ski here in the summer.
