What im looking for is a city that hardly has any problems. One that isn't
Too Big or Small
Too Dense or Sprawled
One where any race or background is accepted
One with good schools, shopping, and any other amenities.
One that isn't too rich or poor
Just one that is almost perfect.

I don't think that any North American city will fit all of your criteria. However, there does exist a state that meets all of your criteria: a dream state.

Well based on your criteria, I'd have to say Montreal, Quebec.

Montreal is just so close--but that winter can get you with the short days and staying indoors all the time (that Underground City is fantastic though).
