A medium sized city, or small sized city close to mountains, that is scenic, has a good downtown, is sort of hip, isn't too hot in the summer and is cold in the winter, and has decent amenities

Glens Falls and the surrounding area in Upstate NY. Burlington VT and Plattsburgh NY may work and have Montreal nearby.

I'd also say to look at places along the I-81 corridor as well.

Mayberry by the sea, Neat little downtown, tucked away from all the hustle and bustle, yet right next door to Long Beach.
You can get to the San Gabriels in about an hour

Also I forgot to mention, snow or extremely cold weather isn't a must - but I would like moderate weather, and somewhere that is windy, and that sorta feels like an oasis (a place that is calm, has a lot of nature, etc). Not a big city though.
