Pretty much, I've heard Idaho is notorious for this.

There are politicians in Nebraska seeking to increase penalties for marijuana. They set up police checkpoints on the interstates near the Colorado state line. Thy have even gone as far as suggesting to shake Colorado down for the money it will require for increased patrol at the state lines.
