I love the Upper Midwest, but as has been said, St Cloud isn't really that attractive or distinguishable a small town; give the two choices, I'd say Fayetteville, which I liked more than I ever would have suspected. But there are other nicer small towns across MN/WI/MI that you could choose from if you like the region.

Have you ever thought of northern michigan? there are some beautiful towns along the lake michigan in the lower peninsula and definitely some rural areas in the upper peninsula. and even more rural towns long lake huron. economy isn't great but they don't have tornados hardly at all and for retirement it would be nice.
