PA is absolutely a Northern state. There should be no debate in states from PA and NJ north, and including PA and NJ. The debate starts with DE and MD.

I don't think this should be up for debate, kinda like Virginia or North Carolina (which are both southern, no doubt about it). Pennsylvania is absolutely northern, you'd have to be from northern Maine to consider it southern.

As a border state, wouldn't PA more or less be in a "grey" area, leaning neither north or south, but instead towards a more neutral identity?
There's no iron clad evidence that Pennsylvania is a northeastern state. The sources vary on the question.
