NC for cities. Atlanta is the biggest city by itself.. but if you combine the research triangle (Charlotte, Raleigh, Greensboro, Winston Salem) thats more than anything Georgia has

North Carolina to visit and to live, by far.

However, in Georgia, I think the north Georgia mountains would be great to visit and Savannah would be great to visit and live in. I'm not keen on Atlanta.
