I think Iowa has the most blue counties but Chicago carries a lot for Illinois.

I'd say Michigan. They sure do love their guns but my vote goes to them because they abolished capital punishment in 1840. 1840!! Iowa and Illinois are probably pretty similar though.

Wait are you meaning more Democratic, since you reference blue and red counties? Of course Democratic and liberal are not actually synonymous. Also, there are definitely things that states like IL and IA were more progressive at or have worked on before WI or MN.

Illinois is the first Midwest state to legalize medical marijuana, and gay marriage is legal. Wisconsin, traditionally, has had liberal tendencies, but not so much the last few years. I certainly wouldn't put it at number two right now.

As a former resident, WI has definitely taken a more conservative turn in the last several years.

According to a piece just put out by The Hill, Wisconsin would be the #3 state and Michigan would be the #2 in the Midwest.

Rankings for in the Midwest:
1. Minnesota (#2 nationally)
2. Michigan (#9 nationally)
3. Wisconsin (#10 nationally)
4. Illinois - (#12 nationally)
5. Iowa - (#18 nationally)

Interesting list, and I would certainly put those states in the top 5 in the Midwest. I see a problem in using it to define liberal and conservative states, though. Michigan, for example, may tend to vote for Democrats, meaning that a majority of the state's voters identify as such. However, I think that many of those Democrats are socially conservative, blue collar, Reagan Democrats, and the voting pattern in Michigan doesn't necessarily provide an accurate picture of whether it's a liberal state as most people would think of one.

Depends on how you look at it I suppose. To me the socialist left these blue collar folks are part of is the true left and what is called "liberal" today is more what I'd term social libertarianism. Someone can support gay rights and abortion and believe the races are equal and still be essentially a right winger, ie a capitalist.

If you're just looking at presidential voting patterns alone, Illinois is clearly the most liberal state in the Midwest, followed by Michigan, followed by a three-way tie between Wisconsin, Minnesota, and Iowa.

Of course, Illinois and to a lesser extent Michigan are more politically polarized states, where the primary cities exert a big effect on the political lean of the state as a whole. In contrast, WI/MN/IA don't really have as stark political divisions. They have plenty of left-leaning rural areas, and even those that are not tend to be pretty moderate.
