1) Warm climate, without cold weather extremes. Not a tornado state (so, Oklahoma won't work).
2) Not a high crime state.
3) Property taxes are average or low.
4) Cost of living in general is not crazy like in Hawaii or NY for example.
5) Not highly densely populated (I like some space).
I was thinking Utah or maybe Kentucky or anything else?
I'd greatly appreciate your thoughts.

Welcome to Arizona! I'm in the Sedona area, we get very little snow in Winter, a light dusting of snow looks great on the red rocks, and is usually melted by noon.

Utah can get quite cold but otherwise would say you're on the right track in terms of area of the country. I'd recommend checking out El Paso, Texas which hits all of your criteria.
Kentucky or WV. Certain regions of WV get very little snow and are generally moderate in temps with few extremes. WV also has almost a zero chance of getting a tornado.
