Richardson, TX, Houston, TX, Chicago although i don't know the exact areas they are concentrated in. But in my recent trip to Toronto, nothing beats, Brampton, ON.

Sugar Land & Alief areas of Southwest Houston which are as high as 40% Asian!
Houston, I would say is mostly Indians and other parts of South Asia. Richardson, TX, which is where i live, its a happy mix of all Asia. Although I haven't seen much of middle eastern population here.
Catonsville, Ellicott City, and Woodlawn, all adjacent areas just west of Baltimore, have huge Asian concentrations. Most businesses are East Asian or Middle Eastern.

The Houston Area actually has a pretty solid mix of East and South Asia.
Dallas is weighted more heavily toward South Asians on the whole.
Houston has more of every Eastern nationality (Chinese, Filipinos, Vietnamese, etc.) except Koreans, Thais, Laos, and Cambodians (the later three are small in size in both). The Taiwanese population is similar in both.
Dallas has more of every South Asian nationality (Indians, Nepali, Bhutanese, Sri Lankans, and Bangladeshis) except Pakistanis.
All in all, I dont think Houston or Dallas belong in the topic of this thread. The topic is geared towards toward cities/metro areas that are non-obvious in their Asian population. DFW and Houston are both top 10 nationwide for the size of their Asian communities.
You are right that Richardson is an excellent mix of Asian ethnicities. I live in North Plano which is like Sugar Land on Steroids in terms of total Asian population. Both are heavily weighted toward Indian and Chinese.
