The entire Sacramento Metro truly does not have any toll roads or freeways, nor tolls on Bridges.

Practically speaking, a bridge is part of road, throughway, or freeway, and the San Francisco Bay Area has very expensive tolls to pass completely through these throughways because of the bridges. If your journey on that part of the freeway does not require passing over one or more of the bridges then you would not need to pay a toll, but often it does.

Louisville will be getting tolls added on 1 existing and 2 new Ohio River bridges to be complete in 2016.

People who don't use those roads don't wan't to pay for them. And they shouldn't have to either.
