What are the major metros that have no toll roads?

As of January 2014, the states of Alaska, Arizona, Arkansas, Hawaii, Iowa, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oregon, Rhode Island, South Dakota, Tennessee, Vermont, Wisconsin, and Wyoming have never had any toll roads, while Connecticut and Kentucky have had toll roads in the past, but have since removed the tolls on those roads:

The Phoenix metro area aka the Valley of the Sun, does not have any toll roads.

Phoenix, Detroit, Cincy, Columbus, Indy, Vegas, Portland come to mind, though there are many more.

Are we counting bridges with tolls?

The Twin Cities don't have any toll roads, nor does anywhere else in the state of Minnesota.

We have HOV and MnPASS lanes in the Twin Cities, but those aren't really tolls since you can still drive in a regular lane for no charge.

Denver is jumping on the "toll/HOV" lane bandwagon. And over half of the 470 "beltway" is toll only. An EXPENSIVE toll!

Kansas City has no toll roads that I can think of.

Missouri, no, but the Kansas Turnpike starts on the outskirts of Kanas City, KS.

Basically, everyone in the Midwest swears when they realize they have to drive to/through Chicagoland and worry about spare change and tollways, because they don't have to do it at home.
