Austin by far. I read this whole thread wondering how I could be the only one to think this...glad the last poster did as well. The only thing it is lacking is good public transit (so I hear) but it is plenty walkable in certain areas. And my only experiences with the transit there were actually good (just rode the bus several times)

Honorable mentions to me would be Cary/Chapel Hill, NC and perhaps Richmond, VA if it counts as a short winter.

It's not Seattle (it doesn't have "no winter, nor "short winter"), and it's not San Francisco, because somebody (not Mark Twain) once said, "The coldest winter I ever spent was a summer in San Francisco".

So it's got to be somewhere else.

I haven't been to Austin, so I won't say it's there either.
