I'm just looking for somewhere with mild weather(little or no snow) and jacket weather at most, but I highly prefer T-shirt weather that isn't too hot.
I'm 24 with almost 2 years of college. At some point I think I'd like to go back, just not sure what I want to major in at this point.
I'm not looking for a party town, but I am looking for somewhere with a strong community so that it's not so hard to make new friends.
Places that sound the most attractive initially are Washington/Oregon.
Washington/Oregon are not going to provide much in the way of t-shirt weather. Cities like Atlanta, Nashville or Charlotte would be good options in terms of more balanced milder weather, friendliness and things to do...as well as offering options with furthering your education.

Yeah, they are colder than the ideal, but they still have some sort of charm about them.
What about in terms of cost?
I'll look up the weather details on the places you mentioned, and try to find costs of living.

If you want year-round mild or "T-shirt" weather with exciting nightlife scenes for 20-something's and more trees/greenery than Tucson, I'd recommend someplace in coastal Southern California, going up the coast -- San Diego, Newport Beach, Huntington Beach, Long Beach, the Beach Cities (AKA Redondo, Hermosa, Manhattan), or Santa Monica. If you don't *NEED* to live right on the beach, then there's always Beverly Hills, West Hollywood, SFV, SGV, etc., which still have more trees/greenery than anywhere in Arizona, especially Tucson.

New Orleans, even though it gets hot & humid summers, and the occasional cold snap. But most of the year, the weather is tolerable. And a very fun city.

The economy is getting better, and more businesses are going there. The entertainment industry is also coming more and more to Louisiana, especially New Orleans. And obviously, tourism is huge, and has returned in full-force after Katrina.
