Tennessee, Texas, maybe Georgia. Although I'm always surprised how universally popular country music is in SO MANY states.

Definitely Tennessee and Texas. Georgia and Alabama, too. Country music has become pretty popular in California, especially with Stagecoach. Still not as popular as the other states I mentioned, though.

I just made a pilgrimage down Butcher Hollow, Kentucky the birthplace of Miss Loretta Lynn.

But these states come to mind:
Kentucky, Tennessee, Oklahoma, Texas, Downstate Illinois.

I've heard that Ottawa, Ontario has a thriving alt country scene, but I have not verified that claim.
