Austin- Dazed & Confused
Many probably didn't know this movie took place in Austin, but to Austinites it makes utter sense.
Linklater's ability to capture the vibe of Austin is uncanny. As good a job as Dazed & Confused does, I think Slacker is a true cinematic embodiment of the town. Watching that movie makes we miss Austin so much (and I live in Madison, which is endlessly compared to Austin if you ignore the overbearing winter).

I liked Slacker too, but I felt it was a little too stylized. I found Dazed & Confused more accessible.
For Baltimore:
Tin Men---by Barry Levinson
Cry Baby and Hairspray---by John Waters
Bedroom Window---about the Mt. Vernon neighborhood
Accidental Tourist--very good film
