Try the Central Coast of California,, there lost of biking opportunities,,,
Morro Bay Ca., San Luis Obispo (tem miles to the beach) Cambria Ca.,,

You would not be disappointed,, in this area,,,

For a small city, Greenville, SC would be hard to beat. Particularly if you wanted mixed biking of city/countryside. George Henkapie is from here, and trains here as well.

You can do flat land riding, rolling hills riding and mountain riding (Blue Ridge Parkway) all within an hours drive.

You see lots of kids downtown without the parents needing to "protect" them. I moved here from New Orleans, so it feels extremely safe to me.
