Wyoming or Utah.
California is a big mix, OR/WA have been taken over by rude "Trendsters" and CO is full of jerks.
WY and UT are Old Money states and Old Money teach proper manners.

Utah and Arizona, California has a lot of friendly people but more in the laid back beach towns than the cities.

For me, Wyoming, though there's a different sort of friendliness in Utah as well.
