what do you think of the ideas in the article? I would love to see this in NYC's harbor. then we wouldn't have to worry about rising sea levels what so ever

How can something that hasn't even happened yet become a thing of the past? Where has there been "devastation caused by climate change"? Atlantis?
Even if the decline of ancient Egypt or Sumeria was caused by climate change, how would floating cities have helped them? Or the Incas, in the high Andes?

You're asking us to seriously discuss a story in a publication whose lead story today is "Hotel brawl broke out between Bobby Brown's sister when she 'hit her cousin in the head with a bottle' as family gather in Atlanta to hold a bedside vigil for Bobbi Kristina". Which, grammatically, is not even a valid sentence, using "between" as a preposition with only one singular object.
