Every time the Pennsylvania Turnpike Commission wants to build a proper interchange there, the local businesses go full NIMBY and shoot it down. About the only way an interchange will be built there is by a federal edict; that way the PTC can tell the business owners, "Hey, we have to do it now or else!" And when that happens, the PTC and PennDOT ought to have an alternate plan to realign a segment of I-70 and build a new interchange, say, three to five miles to the west so they can put the screws to any business owner who objects.

When I go to DC from the Pennsylvania Turnpike, I prefer stay on the Turnpike until Harrisburg then go down US 15 anyways (or Interstate 83 if I were to go to Baltimore or the Eastern Shore).

I get off the Turnpike at Somerset, take U.S. 219 to Berlin, then PA 160 to Cumberland, MD, and get on I-68 there. Saves a nice chunk in tolls and avoids the worst parts of the Turnpike and that frustrating 55 mph stretch of I-70 south of Breezewood. Not to mention PA 160 is a beautiful drive, and I-68 is almost always virtually empty. All told, it's only about 15-20 minutes longer than following the "optimal" I-70 route the whole way. Well worth the weeks of life I'm saving by not putting my blood pressure through that ordeal.
