I work remote and make good money, so anywhere (even california) would be an option. Would moving somewhere near a college campus be a good idea? Or a college town? I think it'd be easy to meet girls in my age range if I study outside on a campus or in a library or something. Maybe even join some of the clubs if the school doesn't mind that non students are joining.

I was thinking of moving to either Berkeley, Portland, Boulder, or St. Petersbrug (florida).

Which city would be the easiest for me to meet new people in my age range in?

I was only considering St. Petersbrug because the weather and its fairly liberal, but I am willing to sacrifice weather if it means better people, which is why I am considering Portland over St. Pete.

St Pete is a good bit less expensive than any of the other choices and in such would allow for a better standard of living. It's a friendly city with a lot going on and it's growing every day. Check out the downtown area for places to live which is very walkable and offers a lot of social opportunities in close proximity. And you're right, you can't beat the weather! Also google the term "Portland freeze" and see what you think about the friendlier aspect.

Depends on what sort of person you are and what sort of people you're interested in being around.

Tampa would probably be the best option on on your list (basically same area as St. Petersburg).

Berkeley, Boulder, and Portland are nice places, but not exactly known for being singles destinations.

Portland can work, but once the winter sets in you're going to miss sunshine terribly. One of the big reasons I left Portland was due to the lack of sun. Dating in Portland is largely hit or miss. Although, Seattle has a better dating scene. Neither place is it easy to meet people.

One of the best areas for dating that's warm, friendly, and near the beach is Charleston, SC. Not the most liberal place and people overall give off a slightly proper vibe for what that's worth. Fort Lauderdale is pretty good for dating. Miami is insane for nightlife. When I lived there I found it difficult to get much work done though.

If money is not an issue then plenty of places in Cali fit the bit too.
