I'd say Sacramento is quite a pretentious city. Sacramento thinks it's on par with Portland and Austin when in reality it's underwhelming.

If somewhere boasts that they are a cool city and are actually a cool city, that's not pretentious. It's when somewhere is actually underwhelming but PRETENDS to be a cool city.

What other cities are there that are underwhelming that pretend to be some cool city?

I know that we often speak of cities anthropomorphically for descriptive purposes, but how exactly does a city "pretend" to be cool or "think" it's on par with certain other cities?
