Yes, this is correct. The Pacific moderates temps in Western WA, and Western OR. Which means it rarely gets hot, but rarely gets cold. There are exceptions, but they are not the norm.

Well. "Cold" is a relative thing. I'm pretty sure someone in Florida would consider 35-55F "cold" and that's typical of the PNW for about half the year. Freezing weather, on the other hand, the PNW gets considerably less than other regions at its latitude like Minnesota and Maine.
