Are these "cool" cities actually this way throughout the whole city though or is it a matter of relative degree?

Indy - several good neighborhood options, Broadripple is particularity fun
Boise - near downtown, North End, some parts of the Boise Bench
Madison, WI - haven't explored enough to give an intelligent recommendation
Louisville - haven't explored enough to give an intelligent recommendation
Savannah, GA - Near SCAD
Nashville - haven't explored enough to give an intelligent recommendation
Ann Arbor - depends what you're looking for (party lifestyle or more laid back)
