St. Louis and Kansas City are very underrated, and almost perfectly fit your criteria. STL is the third largest city in the country for startups, along with major corporations such as Monsanto, Boeing,and Emerson that employs lots of technical people (among a lot of other places in the city). Also, Missouri is underrated in its beauty; there are lots of green hills, and the seasons here are great. Also, its liberal without the granola culture (though you can find plenty of hipsters if that's your thing).
I also agree that D.C. would be a good place to check out, but it will be much more expensive than STL or KC. I can see Pittsburgh being a good fit as well.
My guess would be St. Louis(I'm not so sure if it's that liberal though lol), and Washington, D.C.
DC would for sure be my number one choice for you, probably a suburb town in Northern VA such as Alexandria or Fairfax.
Have you considered DC? I just moved here from Michigan and so far, I really like it.
