And Japan has a very low rate of alcoholism, while the USA has a high one...
Perhaps because this is the United States of America not Japan and our laws happen to be different.
If you want alcohol in vending machines you can always move to Japan and use all of the vending machines for alcohol you want.

The difference between Japanese and most Western societies can be explained via the simple Japanese proverb:
"The nail that sticks up must be hammered down."
I can't provide any specfic knowledge of how the Japanese handle public intoxication, but given the strong belief in subjugation of the individual to a preceived "common good" and the importance of "face". I'd be willing to bet that the penalties are pretty stiff.

I'm guessing in another decade or so, when there are relatively cheap systems for reading drivers licences and scanning faces to see if they match, we might see alcohol vending machines. Not until then however.
They would scan your Driver licence/ID, A camera in the Vending machine would have a webcam, that would display your DL picture, and the webcam to a "Call" Center, It would require you to do a BAT (Blood/breathalyzer alcohol test) breath into a disposable straw.
If you passed the test, and your PhotoID matched, then the Call center would release the machine for you to make a credit card purchase
Last I heard they were pulling them out, as no one was using them.
