Vast majority of America has very warm to hot summers that requires A/C and most of the country has enough chilly winter weather that requires heating. However, there are few cities where neither A/C nor heating is required vast majority of the time. Which city do you think offers the best of that?

San Diego, Los Angeles coastal areas comes to mind, and maybe San Francisco as well.

Yeah, those are the only cities I can think of. Even in parts of San Diego/LA you'll need A/C. It can get hot. The climate changes greatly depending on where in LA you are. As you mentioned, the coastal areas.

Interesting question. I would say somewhere on the West Coast were temperatures don't fluctuate too much because of proximity to the Pacific Ocean. Maybe someplace like San Luis Obispo, California. I would think that you would want to have heat if you lived in San Francisco, also you probably would want A/C in LA. San Luis Obispo is between those two cities.

There really isn't any place where you don't at least need heat.

If not counting just the continental US, perhaps some of the higher elevations outside of Honolulu, Hawaii.

San Diego is the only city I can think of where a/c nor heat is needed for most of the year. Winters can get a bit chilly, where some want heat, but throwing on a blanket can cure that.

You can live in the entire South without the need for A/C, contrary to popular belief. However, many places get long enough chilly weather to warrant heating use. The entire coastal section of the region, however, can easily be lived in without the need of A/C and Heat. I have a thread that discusses the techniques that make such living possible:

You can live anywhere without AC technically but the South is far from the "best" place to do it.

Clearly you're the only one who thinks this.

I would not want to live without heat in San Francisco.

Technically Los Angeles and San Diego as well have plenty of days you'd want heat, but also some where you may be tempted to do AC.

Hawaii is a good contender here.
