Portland is expensive according to Portland standards.... But for California or NY standards its cheap.

Portland is probably more expensive than anywhere except California, the BosWash, Miami, Hawaii and Seattle.

Duluth, Minnesota is full of odd and eccentric people, so much so that it seems like a place apart from the rest of America. It is extremely cheap too.

Nationally, Portland is above average (and rising quickly) in COL.

If your comps are NYC/LA/SF, then sure, Portland has a much lower COL, but it also generally has lower salaries in most fields. And there's also no rent control.

Baltimore, Western Mass., Vermont, Madison, WI, Asheville, NC....

Portland is up there in terms of COL, but the other cities in Oregon and Washington may work. Olympia, WA for example.

Yeah, the landlords are also greedy slumlords for the most part in Portland as well. And good luck finding a job that pays you enough to live and doesn't treat you like absolute crap there.
