Are you talking in terms of services available for them? Disability accommodations? You need to be more specific. And also "mild retardation" and "developmentally slow" are fairly pejorative terms for people with developmental disabilities.

But I know that Minnesota is known for taking good care of its residence with developmental disabilities.

Actually that's the opposite. Blue States tend to take care of their residents and not cut social services to children, the elderly or disabled whenever possible.
