Ashland is just south of Medford, the county as a whole is 203K. Bend's area has 150K, so they're pretty close in size.

How about Norman, OK or Lawrence, KS? Both are moderately priced, have a reasonable level of crime, are sunny, and have a university presence. Norman leans right, while Lawrence leans left.
