Probably in terms of value of what the city offers...Buffalo NY.

What do you mean by "best"? Buffalo is probably the best choice, with maybe the other bigger Upstate NY cities/areas and maybe a city like Grand Rapids MI or Des Moines IA.

Yeah, because with only a handful of exceptions (i.e. Anchorage, Chicago, NYC) most cold-winter cities have either an average or below-average COL.

Try Burlington VT. It gets very cold, and is very cheap. But if you are looking for more excitement you can take a day trip to Montreal which is not that far.
