What do you mean by "best"? Buffalo is probably the best choice, with maybe the other bigger Upstate NY cities/areas and maybe a city like Grand Rapids MI or Des Moines IA.

Yeah, because with only a handful of exceptions (i.e. Anchorage, Chicago, NYC) most cold-winter cities have either an average or below-average COL.

7 of the 10 cheapest COL cities in the country are in the south, which has the cheapest COL in the country: 10 Cheapest U.S. Cities to Live In-Kiplinger

Another is in Colorado; Boston, Stamford and DC are top 10 highest COL in the country. I believe all the rest are in California.

Try Burlington VT. It gets very cold, and is very cheap. But if you are looking for more excitement you can take a day trip to Montreal which is not that far.
