Let's say you own and operate a business (just you and your spouse) that gets all of its income from online transactions.

Theoretically that business does $100k/year with future growth potential.

What do you believe the best state or city(large or small) for a rock solid internet connection, low tax burden for your business and overall quality of life?

Given those concerns.. where would you live and why?

Just about any Bigger City will get you a rock solid Internet,

But if you are running a decent sized Internet Biz, you will want your servers in some protected server farm. With redundant connection to the internet, backup power, physical security DR Sites. etc.

NH Nevada SD Wyoming all have No Personal Income Taxes, and No Corp income taxes. I'm sure you could find a hosting company in any of them to host your servers. All the bigger cities in them will have Good internet connection for your physical offices.

As for quality of life, depends on what you are looking for in a place to live.

Property taxes, homeowners insurance, auto insurance, utility costs, the high costs of produce and freeway tolls offset the lack of a state income tax in Texas.

OP, Nevada would be your best bet, assuming you don't have school-aged children.
