Is expressing negativity and complaining more acceptable on the East Coast? (title, culture)

It seems like it is, because back East "kvetching" is a part of the culture and people seem to like to complain about everything, but not because they are whiners or over-sensitive but rather because it is seen as a way to form camaraderie with people and to get things off your chest.
Out West it seems like the opposite. People "b*tch" out West, they don't kvetch, which to me shows a difference in perception. If you complain about anything, people dismiss you as a Negative Nancy and view you as entitled, sulky and self-absorbed. It doesn't matter how good a reason you have to be upset. They will shun and even despise you for not being positive. The social contract is if you don't have anything nice to say, don't say anything at all.
I've heard it's largely similar in the Midwest and South though I haven't spent enough time in those parts of the country to vouch for it.
