The Baltimore Ravens are actually an expansion team. The Cleveland Browns kept their records, the name, the history, everything. Baltimore was simply brand new.
Please correct if I'm wrong, but I thought that the Ravens were the former Browns team, moving to the city of Baltimore, same ownership with a newly established franchise. The expansion team was actually in Cleveland. They kept the name and colors but had to draft a new team. The Colts had moved to Indy years back and Baltimore was without a team for years.

Thy got the team but that's it. The records, the history, and everything else stayed in Cleveland. Baltimore basically started brand new. Technically they are a relocated team but a relocated team usually keeps the name and history and records like the Rams did from LA to St Louis or the Oilers from Houston to Nashville.
Easily the Ravens, though that answer is also a bit of a cheat (see: discussions above). There was already a ready-made NFL fanbase just waiting for a return to football.
