pretty much any town south of the Tampa-to-Orlando-to-Daytona Beach line in FL, also the "low" country of SC, Valdosta,Ga is pretty flat, i've seen hills in Chicago as well as Indy, NYC is pretty flat, but it has mountains 100 miles to the NW.

There are actually some very nice hills right outside the city, as well as the large palisades.

Staten Island is quite hilly. As is the Bronx. Actually even Manhattan has some hilly parts. New York is far from being the flattest city.

Believe it or not, Denver is very flat. The surrounding suburbs are mostly flat also. Now, just 20 minutes to the west is a whole different sack of potatoes...

The Columbus, Ohio area is pretty flat. Makes for some boring landscapes. Just not a very pretty area in general.

I don't think flat means ugly. Just my opinion on it though.
