I'm not surprised at all, and in fact I'd go so far as to correlate the relative (%) increase in white people to economic progression in core cities. In other words, it seems to be mostly whites who are occupying the newly constructed apartments and condos being built in core cities all across the country, and the more construction = the highest population growth rates. At least, this is where a large percentage of the white population growth is occurring in many cities, not to mention overall population growth as well. That is not to say that white = progression, and/or non-white = decline, but there does seem to be at least a small correlation between cities with a lot of development activity and a growing (white) population (e.g. Seattle, Denver, Austin, D.C., etc.).
Kinda makes me chuckle when I hear people say they one of the reasons they give for wanting to move to Portland, OR, the city from which I just moved, because of it's "diversity."
This chart alone doesn't tell the entire story. Many of these cities aren't "all of a sudden" seeing their white populations increase. This is especially true for all the fast growing cities where domestic migration is huge.
A more interesting chart would zero in on the handful of cities who have reversed their white flight over time. This one segmented chart (2010-14) doesn't tell that story.
As a part time North Carolinian, I do find it interesting that Raleigh has added more white population than Charlotte, despite Charlotte being more than double Raleigh's land area and nearly double its population. I wouldn't have expected that.

That doesn't surprise me and I think schools are the primary reason. CMS doesn't exactly have the best reputation so many White families in particular are opting for the suburbs in Union, York, etc. counties.
Shame on those cities for not being "culturally diverse" and "politically correct"!
