I think you can rule out Jersey - nothing there livable on the beach is going to be in your price range. even if you found something around 200K, it would probably be a dump. also, the property taxes there are outrageous so you'd need to take that into consideration.

You could probably get something in that price range in Maine or MA, but New England winters are ROUGH, and personally, while I would love an ocean view even here in Maine, I would prefer to be somewhere I could actually put my feet in most of the year without turning into a popsicle. You really can never swim for long in the ocean in Maine, even in the summer.
