I'd once asked this of a friend of mine from Richmond.

His reply was, "Of course it is, it was the capital of the Confederacy for goodness sake!"

So I'd vote YES.

Any state where the majority of residents have a Southern accent is absolutely a culturally-Southern state.

Yes. NOVA is the only parts of Virginia that isn't. As a whole though yes it is very southern.
