Check out Bloomington-Normal, Illinois

The twin cities have a population of around 130K and plenty of services/activities to keep you interested and active. Normal and Bloomington are both college towns (Illinois State University in Normal and Illinois Wesleyan University in Bloomington) which keeps things buzzing. The average home price is around 150K with modest 1%-2% annual increases.
