Studying the migration data, I found that, and granted these are just very rough estimates:
-About 29.5 million people alive today were born in California
-Of these, 73% (21.6M) still live in the Golden State and 83% (24.6M) still live in the West
-54% of California's present population was born in-state
-About 3 million Californians live in other western states, nearly 2 million in the South, about 800K in the Midwest and about 400K in the Northeast
The states with the most Californians in raw numbers are:
-About 2 million California natives live abroad
-California has about 11 million foreign born people
-About 180,000 Californians live in DC and Virginia
-California has something like 800,000 New Yorkers living there
-Only about 800,000 people from other western states have moved to California
It seems to me that California's connection to other parts of the world is largely based on one's ethnicity. If you're white, it's most connected to other western states, if you're Mexican or Asian to where your ancestors came from, if you're Jewish to New York, and if you're black to the South.
The Texas thing is mostly Hispanic Californians leaving California for cheaper overall living with similar or less pay than what they got in California, I used to live in a neighborhood were it felt like their were more Californians than Texans and most of them were Hispanic. The blacks to the South might be true for other southern states, but in Texas it is mostly Hispanics.
In Seattle, it actually seems easier to meet people from California than someone who actually grew up in Washington, especially in the more urban neighborhoods.

Calculate the population figures by adding returns (Adult taxpayers) + exemptions (kids, old people, etc.)
From 1993-2010 Top 10 states where California has a negative net migration (IE more Californians migrating to than their residents moving out from moving to California)

By comparison, the single largest movement from one state to another state is New York - Florida: 921,663
