It's a toss-up between FL and TX in my opinion.

Northern Virginia and parts of NC are very transient, in that their native culture has basically been upsurged.

The rumors of Raleigh-Durham's transplant saturation have been greatly exaggerated. From what I've gathered, you have Southerners... And Indians.

So many Indians, holy crap. (I'm a canvasser for a utility company. I've seen it firsthand.)

I'd be willing to bet that New Yorkers outnumber Indians in The Triangle 2 to 1.

The Triangle and Charlotte metro are both very transient; but the rest of the state is still very "local".

As far as state-wide transient culture; it doesn't get much more transient than Florida.

Is transient a state that has the most people born elsewhere? Or just lots of people, stay for a short time and then leave?

Nevada should be on your list. It's by far the most transient state.
